The New Hierarchy of Needs for the 21st Century

Why needs are not a staircase — and how emotion, body and culture actually shape decisions.

People do not act like figures on a ladder. They secure their existence, seek belonging, defend autonomy, try out the new and create meaning — often simultaneously. One person may work creatively under financial insecurity; another may lack closeness or orientation despite material security. Needs therefore follow no reliable ascent from bottom to top. They form a mobile system whose weighting shifts with bodily state, biography, situation and culture.

Abraham Maslow's theory has an important merit: it made needs discussable in management, education and psychology. Yet the familiar five-stage pyramid is not a scientific map of the brain. Maslow formulated a hierarchy of motives in 1943; the triangular shape now ubiquitous was popularised only later in teaching and management presentations.

What the Pyramid Cannot Carry

The problem lies less in naming nourishment, security, belonging, recognition and self-realisation than in their rigid sequence. Empirically it cannot be claimed that all people must complete one stage before the next takes effect. Needs can occur in parallel, reinforce one another or contradict each other. Under threat the need for security rises without curiosity, care or the search for meaning disappearing. Under prosperity, social insecurity can become especially visible.

Cultural differences also refute no shared human needs; rather they show that people interpret and solve the same basic problems differently. A contemporary theory must therefore keep universality and cultural expression apart.

Feeling and Reason Are Not Opponents

The often-repeated claim that more than 85 per cent of all decisions are emotional is not a robust neuroscientific figure. It lacks a generally accepted definition of "emotional", a representative totality of all decisions, and a measurement procedure assigning each decision an unambiguous percentage. A different statement is defensible: affect and cognition are closely interwoven in real decisions. Feelings influence what receives attention, what appears valuable, what we remember and which action we anticipate.

Amitai Shenhav formulated this pointedly in 2024 with the "affective gradient hypothesis": imagined future states carry affective qualities, and actions tend to move us toward expectedly more pleasant and away from less pleasant states. This is a scientific hypothesis, not a final sole explanation. For a new theory of needs it remains productive, because it understands motivation not as a rigid stage but as an ongoing comparison of possible states.

Erkin Asutay and Daniel Västfjäll complement this with a dynamic integration model. Affect is consolidated over time and shaped by available resources, current demands and context. A decision is then not an isolated moment but the provisional endpoint of a process in which earlier experience, present strain and expected consequences converge.

Panksepp: Primary Emotional Systems Instead of a Percentage

Jaak Panksepp's affective neuroscience offers a fundamental frame of reference. He described seven primary emotional systems in mammals: SEEKING, FEAR, RAGE, LUST, CARE, PANIC/GRIEF and PLAY. The capitalisation denotes functional systems, not merely everyday feelings. His work supports the assumption that affective dispositions deeply structure behaviour, but provides no evidence for a universal 85 per cent quota.

Nor can Panksepp's seven systems be scientifically reduced one-to-one to three categories. The model of balance, dominance and stimulance should therefore be understood as an interpretive ordering framework: balance bundles regulation, security and reliability; dominance bundles assertion, status and autonomy; stimulance bundles curiosity, variation and risk appetite. These three perspectives can condense observations but replace neither neurological diagnostics nor Panksepp's differentiated systematics.

This very limitation makes the model more usable. A sound application therefore does not ask "What type is this person?" but rather: "Which regulatory tasks, approach goals and social bonds are particularly active in this situation?"

The Body Decides Too

Needs do not begin with conscious thought. Interoception denotes the perception of internal bodily signals — hunger, breath, heartbeat, tension or exhaustion. A 2025 systematic review by Jesper Mulder and colleagues links interoceptive dimensions with movement, eating, recovery and other lifestyle factors. The authors simultaneously stress the limited quality of many findings. This is decisive: bodily signals are relevant, but their conscious interpretation is neither error-free nor uniform.

A new hierarchy of needs would therefore have to be a control loop. The organism registers deviations, evaluates them in light of experience and environment, drafts possible actions and examines their consequences. Homeostasis keeps central variables within viable ranges; allostasis describes anticipatory adaptation to expected demands. Security therefore does not mean standstill. It may consist precisely in changing in good time.

From Basic Needs to Mobile Constellations

Edward Deci and Richard Ryan's self-determination theory offers an empirically broader alternative to a rigid ranking. It distinguishes autonomy, competence and social relatedness. A 2024 systematic review and meta-analysis by Wang and colleagues shows in educational contexts that corresponding interventions can support experiences of autonomy and competence as well as motivation, while effects vary by context and design. Here too no new ladder emerges: the needs operate together.

Vital needs such as breathing, nourishment, sleep and bodily integrity remain independent. Meaning, art, spirituality or worldview are possible cultural forms in which people experience connectedness, orientation and self-transcendence. They should be neither privileged as the highest stage nor dismissed as deficiency.

Schein: Decisions Also Arise Within Cultures

Edgar H. Schein was an organisational psychologist, not a neurobiologist. His significance lies in making the social architecture of decisions visible. Organisational culture for him comprises observable artefacts, espoused values and mostly unspoken basic assumptions. These assumptions determine which information counts as credible, who may contradict, and which risk a group perceives at all. Brains do not decide in a social vacuum.

Schein's cultural model therefore complements Panksepp on a different explanatory level. Panksepp asks about evolutionarily old affective systems; Schein asks how groups order perception and behaviour through jointly learned assumptions. Distinguishing both levels helps explain why the same person can decide curiously in a familiar team, defensively in a shaming meeting, and obediently under hierarchical pressure.

A 2024 systematic review by Rosine Hasson Marques and colleagues evaluated 43 works on emotions and strategic decisions in leadership bodies. Their result is no simple formula but an organisational mandate: emotions influence strategic processes; conflict handling, divergent perspectives and emotional competence therefore belong within the decision architecture. Good strategy does not suppress feelings. It makes their influence examinable.

A Model for Actual Decisions

In place of the pyramid stands a dynamic field with five analytical questions. First: which bodily regulation is acute? Second: which affective systems promote approach, defence, bonding or play? Third: which psychological needs for autonomy, competence and belonging are satisfied or frustrated? Fourth: which cultural basic assumptions limit what is thinkable? Fifth: which conscious goals, rules and long-term consequences can correct the immediate tendency?

The model also explains apparent contradictions. A leader can demand innovation while punishing mistakes. At the level of espoused values, stimulance dominates; at the level of learned culture, protection dominates. A team can display harmony while unspoken fear prevents dissent. Observable behaviour alone therefore does not reveal which need or assumption is operative.

For profile analyses an ethical limit follows. They should provide hypotheses for conversations, not select people or supposedly fix them biologically. More meaningful than a label are repeated observations across situations, transparent criteria, and the possibility of contradicting an interpretation. Personality shows tendencies; behaviour remains context-dependent and changeable.

Consequences for Leadership and Strategy

Strategic decisions improve when organisations also shape affective and cultural conditions. This includes sufficient time for important judgements, visible counterarguments, a separation of idea evaluation from status contest, opportunities for dissent, and a second look after phases of high arousal. Numbers remain indispensable, yet data do not themselves select which future is desirable. That evaluation always contains human goals and feelings.

Motivation, too, is not a carrot before the nose. People need conditions under which they can and want to act: physical sustainability, comprehensible goals, room for action, competence development, belonging and an appropriate degree of challenge. Rewards can shift behaviour in the short term; they do not replace a trustworthy culture.

Conclusion: No Summit, but Regulation

The hierarchy of needs was a memorable didactic idea, but it is no blueprint of the human being. Current research suggests a more dynamic picture: affect generates and alters value, bodily signals report internal states, experience drafts expectations, culture filters perception, and conscious control can examine impulses. None of these levels decides alone.
